Public choice theory is now a well developed and influential body of scholarship.7 As Mueller's description suggests, public choice involves questions that span different social science disciplines, and practitioners of public choice are as likely to be found in political science and econom-ics departments as in law schools. Public choice, which seeks the answers to such question on how state agencies and organizations work, informs the relevant people on the necessity to focus on the models that are in progress, instead of focusing on the ideal models that are concerned with how an organization should be (Sönmez, 2011: 72). The Public Choice approach is not so much a normative handbook, but rather an attempt to explain how politics operate. The application of this theory to understand higher education in the US is a welcome addition to a growing literature on the economics of higher education. As Buchanan famously remarked, public choice is "politics without romance." People, he argued, vote in their best economic interest, period. Under public choice theory, for example, a person working for a local government -- whether in the school system, or on the police force -- will be more likely vote for a government that increases taxes, because the voter expects some of that increased public choice theory has, nonetheless, found itsway into public finance dis-cussions and has had a strong influence on government policies. As many economists came to doubt the efficacy of large, state-funded programs, they saw public choice theory as a way to examine what has come to be known as government failure.

There is much to learn from economic and political history from a public-choice perspective that just cannot be captured by regression equations of the "determinants" of government spending, taxing, and borrowing.
